 Background... Constitution Day
Constitution Day, observed on December 10th every year, commemorates the occasion when His Majesty King Prajadhipok (Rama VII) graciously granted the Constitution of the Kingdom of Siam in 1932 (B.E. 2475) on December 10, 1932. This was the first permanent constitution of Thailand.
The promulgation of this new constitution repealed the Provisional Constitution of the Kingdom of Siam, 1932 (B.E. 2475), which had been promulgated on June 27, 1932, following the change of government by the People's Party from an absolute monarchy to a democracy on June 24 of the same year. A key feature was the change to a parliamentary system of government. This is because the Provisional Constitution of the Kingdom of Siam, 1932 (B.E. 2475), stipulated that the monarch, as head of state, was not politically accountable and exercised power through the Cabinet, which the monarch appointed to serve the government according to the House of Representatives, the legislative branch. The House not only exercised legislative power but also had the power to control the Cabinet in the administration of the country.
However, the Cabinet, including the monarch... The government, comprising all members of parliament, has the power to dissolve the House of Representatives if it deems that its actions are detrimental to or harmful to the vital interests of the state. This is equivalent to removing elected members of parliament and allowing for new elections by the people. Regarding the monarchy, the law stipulates that the monarch holds a position of reverence and respect from the people, and no one may violate this.
The Democracy Monument was built on June 24, 1939, which coincided with the change in government and was National Day at that time, at the behest of Field Marshal P. Phibulsongkram.
